Empowering Governance from Raj Bhavan: Odisha Governor’s Interaction with ORS Trainee Officers
Bhubaneswar, August 1, 2025 – In a notable engagement held at the New Abhishek Hall within Raj Bhavan today, Odisha Governor Dr. Hari Babu Kambhampati addressed a group of 83 Odisha Revenue Service (ORS) trainee officers, urging them to lead by example and deepen their understanding of citizen-centric governance.
The Governor began with a powerful directive: “Actively enroll in welfare schemes such as the Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY) and the Pradhan Mantri Suraksha Bima Yojana (PMSBY), for which you are eligible.” He highlighted how such personal participation not only builds public trust but also encourages broader adoption among citizens.
During one-on-one discussions with trainees, Dr. Kambhampati emphasized that a sound grasp of major Central and State welfare schemes would equip officers to better assist the public in their fieldwork. “A proper understanding of these schemes will help you guide the public more effectively,” he remarked
He further pitched a practical tool: a concise handbook on key welfare initiatives, to be produced by the Revenue Officers’ Training Institute and distributed to trainee officers. The Governor even requested a personal copy of the proposed handbook, underlining his support for the initiative.
The discussion also touched upon the core responsibilities of revenue officers in Odisha, such as land record management, dispute resolution, and welfare scheme implementation. “Administration is not just about rules and files—it is, above all, about people,” the Governor reminded the gathering, underscoring the human dimension of public service.
